Crunch time for a highly contested scheme to build 91 homes and close a right of way in Attleborough is in sight, as councillors prepare to reach a verdict.

The plans for Carvers Lane will come before Breckland Council’s planning committee on Monday, three years after it was first discussed and nine months after an application was formally submitted by Norfolk Homes.

It has attracted strong opposition from the town, with residents concerned about rat-running in nearby streets, the effect pedestrianisation of the lane will have on emergency services and flooding problems.

More than 310 people have signed an online petition to halt the application, while Breckland Council say they have received 120 letters of objection - a figure Carvers Lane resident Tony Crouch says is much higher.

He said: “I’m not sure where the figures have come from - we say that over the time there has been at least 500 letters and emails, and that is discounting when people have written more than once.”

Attleborough Town Council has also objected on the grounds of density, the closure of the road and concerns over sewerage provision.

Councillors will weigh up pros and cons of the scheme this Monday morning, before making a decision on the long-running battle.

Mr Crouch encouraged the public to attend the meeting, saying that “the more people the better”.

If approved, developers would be asked to pay more than £390,000 towards education provision, including a new classroom at the infant and junior schools and the academy, as well as more than £22,000 towards an extension at the library.

Rhodri Oliver, district councillor for Attleborough, said: “It is of vital importance that residents’ views are heard and some of the adverse effects of the site are mitigated.

“Having HGV traffic passing through a residential area is not sustainable. I hope that the planning committee will defer the application and carry out a site visit to listen to what residents have to say.”

The meeting will be held at the district council’s office at Walpole Loke in Dereham at 9.30am.
